This paper reflects a consolidation of an overall computerization of tax administrations as a major challenge across the continent. Specifically, the Information and Communication Technologies (ICT) system within tax administrations remains weak especially in the areas of automation, skills, software, and hardware. Tax administration reforms in automation would play an important role in the modernization of revenue institutions.
