Ms Ghania Rabhi Mansour is the Director of International Tax Relations at the Direction Générale des Impôts of Algeria, with over 23 years of experience in public finance and taxation, specialising in international taxation. She holds a postgraduate specialised diploma in Public Finance (Taxation) and a Bachelor’s degree in Economic Sciences (Finance). Throughout her career, she has held senior technical and managerial positions within the tax administration, progressing from tax litigation and legislation roles to leading international tax policy and cooperation. In her current role, she is responsible for negotiating international tax treaties and agreements, overseeing the implementation of international tax standards, managing tax dispute resolution arising from international conventions, and coordinating bilateral and multilateral tax cooperation, contributing to Algeria’s effective engagement in the global tax framework.

Ms Chedu Hope Lizwe is a Principal Revenue Officer in the International Tax Office of the Botswana Unified Revenue Service (BURS), with a proffessional focus in international Taxation, tax treaties, exchange of information, and international correspondence. With a Bachelor’s degree in Economics and  Accounting, alongside a Postgraduate Certificate in Enterprise Risk Management and an MSc in Strategic Management her interests lie in applying strategic expertise and risk management principles to enhance tax compliance, institutional resilience, and sustainable economic development.

Ms SINZINKAYO Liesse Arielle is a tax professional at the Office Burundais des Recettes (OBR) with a strong background in tax audit, compliance, and institutional coordination. She holds a degree in Taxation and, she is a Certified Public Accountant (CPA). She began her career as a tax auditor in the Large Taxpayers Department, where she built solid experience in corporate audits and compliance. She currently serves in the Office of the Commissioner General as Protocol Officer, where she combines technical tax knowledge with strategic coordination, stakeholder engagement, and institutional representation.

Mr Mumpalala La’Mpim Gérard is a senior official at the Direction Générale des Impôts of the Democratic Republic of Congo. He holds a Master’s degree in Economics from Marien N’Gouabi University and a Master’s degree in Demography from the University of Yaoundé II. He previously served as Head of the Office responsible for preparing monthly and annual activity reports and currently works as Head of Division in the Studies Unit of the Statistics, Studies and Communication Directorate, where he conducts analytical and statistical work to support the administration’s operations and reporting functions.

Ms Sheila Mugisia is a Customer Experience and Stakeholder Engagement professional at the Kenya Revenue Authority (KRA) with over 15 years of experience across public and private sector institutions, particularly in financial services and public administration. She has held senior roles covering customer experience strategy, stakeholder engagement, and institutional reputation management. She has worked extensively with regional and international partners, supporting policy dialogue, cross-border collaboration and knowledge-sharing initiatives, and engaging government entities, development partners and private sector stakeholders at national, regional and international levels. She is a Certified Customer Journey Architect, an Associate of the Chartered Institute of Marketing (ACIM), and a Board Member of the Institute of Customer Experience Kenya, where she contributes to strategic governance and sector development.

Mr Thabo Thinyane is the Senior Officer for Strategic Partnerships at Revenue Services Lesotho (RSL), where he plays a key role in driving organisational growth through the development and management of strategic relationships. With a background in International Relations, he has strong expertise in stakeholder engagement, partnership alignment, and programme coordination. His experience spans public sector reform, development cooperation, and diplomacy, including prior roles in project management, judicial reform processes, and representation of the Kingdom of Lesotho at the United Nations.

Mrs Hansini Ragoomundun-Nundoobarick is a Technical Officer in the Large Taxpayers Department and International Taxation Section of the Mauritius Revenue Authority. She joined the authority in 2014 after professional experience in a Big Four firm. She holds a BSc (Hons) in Finance with a minor in Law and an MBA, and is a Fellow of the Association of Chartered Certified Accountants (ACCA)

Mr Ismaël Alhassane Ahmed Doudou is a senior tax official at the Direction Générale des Impôts of Niger, where he serves as Head of the International Tax Cooperation Division. With extensive experience in tax audit, international Taxation, and dispute resolution, he plays a strategic role in managing tax treaties, multilateral obligations, and international cooperation. His career progression across audit, assessment, large taxpayer administration, and international cooperation has given him a comprehensive understanding of tax administration and cross-border fiscal issues. Ismaël has a strong combined foundation in legal and financial expertise, supported by three advanced academic qualifications: a Master’s degree in Business Law, a Master’s degree in Accounting and Audit, and a Bachelor’s degree in Taxation and Land Administration.

Mr Michael Ngabonziza is the Advisor to the Commissioner General of the Rwanda Revenue Authority (RRA). With over a decade of experience in tax administration, banking, and telecommunications, he has played a key role in major institutional reforms, including digital tax systems, trade facilitation initiatives, and customs modernisation. He holds a Master’s degree in Finance and he is a certified Project Management Professional, bringing strong expertise in programme management, institutional reform, and regional cooperation.

Ms Sheryl Barra is the Director for Taxpayers Education and Service Delivery at the Seychelles Revenue Commission (SRC), with experience spanning marketing, public relations, taxpayer education, and digital transformation within tax administrations. She is known for her structured, collaborative approach and her ability to manage complex communication initiatives. Her work supports institutional visibility, stakeholder engagement, and the effective communication of tax reforms, contributing to improved taxpayer awareness and organisational performance.

Mr Simon Wani Kuyu Morgan is the Assistant Commissioner for Corporate Planning at the South Sudan Revenue Authority (SSRA). With over seven years of experience in tax administration, he leads corporate and operational planning, research coordination, and monitoring and evaluation of strategic initiatives, including donor-funded projects. He has also had prior experience with the United Nations and non-governmental organisations, bringing strong analytical, planning, and coordination expertise to revenue administration. Simon is fluent in both English and Arabic.

Mr Maidah Kayekesi is a tax and public sector professional with experience in policy development, international taxation and transfer pricing. The role includes treaty administration, Exchange of Information (EOI), transfer pricing work and participation in international tax negotiations under the OECD Inclusive Framework, including the Two-Pillar Solution and the Subject-to-Tax Rule. The officer has also contributed to developing technical procedures and practice notes across the tax administration and served as a delegate to the OECD Working Party 6 Bureau. In addition, the position involves executive advisory support to the Commissioner General’s Office, including analytical briefs, presentations, stakeholder coordination and institutional representation, strengthening collaboration across ATAF member administrations.
