This document explores how tax policy and tax administration can be used as powerful tools to advance gender equality across Africa. Developed by the ATAF Women in Tax Network (AWITN), the framework draws on research, surveys of ATAF member countries, international best practices and practical case studies to identify challenges and opportunities for creating more gender-responsive tax systems. The publication provides guidance on collecting gender-disaggregated data, conducting gender impact assessments, designing gender-sensitive tax policies, promoting equal opportunities within tax administrations and strengthening institutional frameworks that support women’s economic empowerment.
