While it imposes additional costs and requirements that may weaken carbon-intensive sectors, it can also catalyse industrial modernisation, energy transition and new competitive advantages based on low-carbon production.
Success requires strong inter-ministerial coordination to avoid fragmented approaches, structured dialogue with the private sector to understand constraints and opportunities, and a long-term vision that aligns immediate adaptation with structural transformation. Regional cooperation can pool analytical and technical capacity, while systematic reliance on data and evidence-based analysis ensures that policies are grounded in national realities rather than generic prescriptions.
