
The United Nations Economic and Social Council (ECOSOC) Special Meeting on International Cooperation in Tax Matters, held at United Nations Headquarters in New York, brought together global actors to reflect on how international tax cooperation can move from commitments to practical implementation following the Sevilla outcomes.
The discussions focused on delivery mechanisms and how global tax reforms can translate into tangible, country-level impact.
Speaking during the session on International Tax Cooperation After Sevilla: From Commitments to Action, ATAF’s Head of Member Services, Mr Emeka Nwankwo, highlighted the importance of coordinated and context-sensitive implementation. He emphasised that regional organisations such as ATAF play a critical role not only as delivery partners, but also as co-architects of the implementation agenda, given their proximity to member administrations and understanding of local realities.
The meeting also underscored the importance of the United Nations Committee of Experts on International Cooperation in Tax Matters and its 2025–2029 programme in providing the technical and normative guidance needed to support countries in strengthening their tax systems and expanding fiscal space.
ATAF’s contribution to advancing this agenda is the Revenue Action for Development in Africa (RADA), launched in Sevilla with endorsement from all 44 member revenue administrations. RADA adopts a holistic approach spanning policy, legislation, and administration, while supporting broader development priorities, including health financing, climate action, and gender equity.
The engagement highlighted the growing importance of coordinated global and regional efforts to ensure that international tax reforms translate into practical outcomes for countries.
