Advancing Gender-Responsive Tax Systems Across Africa

How can tax systems better contribute to reducing gender inequality? 
This question was at the centre of discussions during the mid-term capitalisation workshop of the GET Project, organised by Expertise France in Abidjan, Côte d’Ivoire, where partners exchanged experiences on advancing more inclusive public finance systems.

During the workshop, Mr Frankie Mbuyamba shared ATAF’s work on integrating gender considerations into African tax systems. His presentation highlighted the importance of a practical framework that supports tax administrations and public institutions in incorporating gender perspectives into tax policy, governance and tax administration.

The discussions also underscored the importance of sex-disaggregated data in understanding how tax systems affect women and men differently and in supporting evidence-based policymaking. Participants further explored how gender-responsive taxation and budgeting, combined with strategic investment in public services, can help reduce inequalities and promote more inclusive economic growth.

Gender equality remains an important area of ATAF’s work. Through initiatives such as the African Women in Tax Network (AWITN), ATAF continues to promote greater participation and leadership of women in tax administration while supporting more inclusive tax systems across the continent. More recently, ATAF published Reducing Gender Inequality in ATAF Member Countries: A Good Practice Framework, which provides practical recommendations to help member countries integrate gender considerations into tax policy and administration and strengthen more inclusive tax systems.
