

Malawi is taking steps to strengthen its health and excise tax systems as part of broader efforts to enhance domestic revenue mobilisation and improve public health outcomes.
Through a recent technical engagement with the Malawi Revenue Authority (MRA), ATAF supported discussions on how to design and implement more effective and sustainable tax policies in these areas. The engagement brought together key departments, including Policy, Legal, Domestic Taxes, and Customs, to assess current approaches and identify practical improvements.
A central focus of the discussions was ensuring that policy objectives are aligned with administrative capacity—so that proposed reforms can be implemented effectively and deliver the intended impact.
The engagement also explored ways to strengthen excise tax administration and identify appropriate technologies to improve efficiency and compliance. These efforts aim to build systems that not only enhance revenue collection but also support national health priorities.
By focusing on both policy design and implementation, the work highlights the importance of practical, context-specific approaches to tax reform. For Malawi, strengthening health and excise taxation represents an opportunity to address key development challenges while reinforcing the foundations of a more effective tax system.
