Uganda Revenue Authority strengthens ties with ATAF through Tax Academy exchange

Pretoria, 29 August 2025 – ATAF hosted a delegation from the Uganda Revenue Authority (URA) at its Secretariat in Pretoria for a knowledge-sharing visit centred on the ATAF Tax Academy.

The visit comes a year after the launch of the URA Tax Academy in August 2024, an initiative aimed at professionalising and enhancing the skills of Uganda’s tax officials. Seeking to build on this progress, the URA team engaged ATAF experts to learn from the Forum’s experience in running a regional centre of excellence for tax training.

Discussions focused on international best practices in:
• Governance and leadership of training institutes;
• Curriculum design and content development;
• Management of training programmes for quality and relevance;
• Use of technology in modern, accessible training delivery;
• Evaluation of learning outcomes for continuous improvement.

The URA delegation also reflected on the value it has derived from ATAF’s support over the years. On average, ATAF trains more than 35 URA officials annually in specialised areas of tax administration, while 8–10 URA experts contribute to peer-to-peer missions across the continent. This dual role of learning and sharing expertise has positioned URA as both a beneficiary and contributor within the ATAF network.

Significantly, Uganda has pioneered the application of scientific approaches to tax administration, opening its programme to all ATAF members and underscoring its commitment to regional cooperation and knowledge exchange.

ATAF officials hailed the exchange as an example of the organisation’s role in helping members design, implement, and sustain innovative training models. “URA’s collaboration reflects the essence of ATAF’s mission – building stronger, future-ready tax administrations through African-led solutions,” one official noted.

The visit reaffirms ATAF’s standing as a trusted partner in strengthening domestic resource mobilisation across Africa and highlights Uganda’s leadership in advancing capacity development for the continent’s tax officials.
