Zambia Launches Anti-IFFs Policy Tracker to Strengthen Efforts Against Illicit Financial Flows

Illicit financial flows (IFFs) continue to pose a significant challenge to Africa’s development, costing the continent billions of dollars annually and limiting governments’ ability to finance critical public services and development priorities.

In response to this challenge, Zambia has launched the Anti-IFFs Policy Tracker, becoming the latest ATAF member country to adopt the tool designed to strengthen national and regional efforts to combat illicit financial flows.

The launch marks an important step toward coordinated African responses to IFFs and reinforces the growing momentum among ATAF members to strengthen policy and institutional frameworks to protect domestic resources. Zambia joins Namibia, Uganda, Ghana, Côte d’Ivoire, and Liberia in implementing the Policy Tracker.

The Anti-IFFs Policy Tracker is designed to help countries identify policy gaps, strengthen institutional coordination, monitor progress, and improve the implementation of measures to address illicit financial flows.

Speaking on behalf of the ATAF Executive Secretary, Ms Mary Baine, ATAF Senior Advisor on Tax Policy, Mr Emmanuel Eze, emphasised the importance of translating commitments into practical action.

“The fight against illicit financial flows is not merely about tracking risks; it is about protecting Africa’s future, ensuring that Africa’s wealth works for its people, and building the fiscal space needed for sustainable development through evidence-based reforms and initiatives,” he said.
