ATAF Executive Secretary, Ms Mary Baine, visited Luanda, Angola, as part of ongoing efforts to strengthen cooperation with member countries and ensure that ATAF’s support remains closely aligned with national tax reform priorities.
During the visit, Ms Baine paid a courtesy call on the President of the Administração Geral Tributária (AGT), Dr José Leiria, where discussions focused on reaffirming the partnership and identifying priority areas for continued collaboration.
The discussions covered key areas of tax administration, including Exchange of Information, transfer pricing oversight, VAT compliance management, and capacity building for AGT officials. The engagement also provided an opportunity to review the impact of ATAF’s technical assistance and explore ways to further strengthen Angola’s capacity to address cross-border tax risks and combat illicit financial flows.
Both parties also exchanged views on Angola’s broader tax reform agenda, including ongoing efforts to strengthen compliance management, expand the use of digital systems and third-party data, and broaden the tax base as part of the country’s strategy to enhance domestic revenue mobilisation.
The visit helped clarify how ongoing support can be directed to the areas that matter most to Angola, strengthening compliance, improving data use, and enhancing the country’s ability to address cross-border tax risks and illicit financial flows.
