ATAF has commended the Tanzania Revenue Authority (TRA) for its progressive step in advancing gender inclusion through the launch of the Women and Taxation Forum, describing it as a model initiative for other tax administrations across Africa.
Speaking during the 5th anniversary webinar of the African Women in Tax Network, ATAF Executive Secretary Ms. Mary Baine praised TRA’s commitment to empowering women within the tax ecosystem. She noted that the establishment of such a platform reflects a strong institutional recognition of the vital role women play in tax administration and economic development.
“The launch of the Women and Taxation Forum by TRA is a commendable milestone. It demonstrates leadership and commitment to fostering inclusivity, building capacity among women professionals, and strengthening domestic resource mobilization through gender-responsive approaches,” said Ms. Baine.
The Women and Taxation Forum was officially launched by TRA Commissioner General Mr. Yusuph Juma Mwenda at the Julius Nyerere International Convention Centre (JNICC) in Dar es Salaam on 6th March 2026, as part of activities to mark International Women’s Day 2026 among other activities including Social Corporate Responsibility.
In his remarks during the launch, Mr. Mwenda emphasized TRA’s commitment to creating an inclusive and supportive working environment for women, as well as enhancing their participation in tax matters.
“The Women and Taxation Forum is a strategic platform that will empower women, both within TRA and among taxpayers, to actively contribute to the tax system. It is our belief that by investing in women, we are strengthening the foundation for sustainable revenue mobilization and national development,” he stated.
The Forum aims to provide a platform for mentorship, knowledge sharing, and professional development, while also addressing gender-specific challenges in taxation. It is expected to play a pivotal role in strengthening stakeholder engagement, enhancing voluntary compliance, and promoting equitable participation in the tax system.
ATAF’s recognition of this initiative further reinforces TRA’s position as a forward-looking revenue administration committed to innovation, inclusivity, and excellence in service delivery.
“The Women and Taxation Forum is more than a platform—it is a commitment to ensure that women, whether already in the tax system or just starting out, have the knowledge, tools, and support they need to comply confidently and contribute to national development,” said Richard Kayombo, TRA’s Director for taxpayer Education and Communication.
Kayombo said that at its core, the Forum seeks to deliver tax education in simple and easy-to-understand language, with the aim of enhancing awareness and promoting voluntary tax compliance. It also provides a structured space to listen to the challenges faced by women taxpayers and to collaboratively identify practical solutions. By doing so, the Forum strengthens trust and builds closer relationships between TRA and women operating in both the formal and informal sectors.
Highlighting the series of events conducted to commemorate the International Women’s Day 2026, Ms. Dina Edward, said that the initiative reflects TRA’s commitment to fostering inclusive engagement and ensuring that women are well-informed, supported, and empowered to participate fully in the country’s revenue system.
“A key focus of the initiative is to empower women to transition into the formal tax system, thereby expanding the taxpayer base and contributing to increased domestic revenue mobilization”, said Ms. Dina Edward.
To achieve this, the Forum will facilitate regular engagements, including meetings, training sessions, tax clinics, and targeted communication programs that address common concerns and clarify tax laws and procedures.
“The newly established Women and Taxation Forum designed as a dedicated platform to bridge communication between the Authority and women taxpayers, as well as those who have not yet entered the tax system. Recognizing that a significant number of women operate within the informal sector, the Forum works hand in hand with the Business Facilitation Desk to provide practical support. This includes assistance in business registration, obtaining a Taxpayer Identification Number (TIN), and helping women understand their tax obligations at the early stages without fear or uncertainty.
