The Namibia Revenue Agency (NamRA) undertook a Gender Balance Maturity Assessment in July 2026, with support from the African Tax Administration Forum (ATAF), to evaluate its progress in mainstreaming gender across its strategy, policies and institutional processes.
The week-long engagement, held in Windhoek in July 2026, also assessed the state of gender-disaggregated data within NamRA and identified opportunities to strengthen its use to support gender-responsive tax administration and policy reform.
The assessment formed part of ATAF’s broader work through the ATAF Women in Tax Network (AWITN) to support African tax administrations in translating commitments on gender equality into practical institutional action.
A key focus of the assessment was the availability, collection and use of gender-disaggregated data. During the opening session, Dr Nthabiseng Debeila, Lead of the ATAF Women in Tax Network, emphasised the importance of strengthening gender-disaggregated data collection to enable meaningful analysis and benchmarking across tax administrations.
Access to reliable gender-disaggregated data can help tax administrations better understand how their policies, systems and services affect women and men, identify gaps and establish an evidence base for targeted institutional and policy interventions. The assessment therefore examined NamRA’s existing data landscape and explored opportunities to strengthen the collection, analysis and use of gender-related data to support evidence-based decision-making.
On behalf of NamRA Commissioner, Ms Vesoraune Mbaha, Chief Risk Management and Internal Audit, welcomed the assessment, noting that it would help identify areas requiring targeted interventions to advance gender-responsive tax administration and support evidence-based decision-making.
The exercise built on NamRA’s commitment to the AWITN Pledge, which the revenue administration signed in 2024. Through the Pledge, NamRA committed to a structured approach to integrating gender considerations into its policies, practices and institutional processes.
The Gender Balance Maturity Assessment provided an opportunity to take stock of this commitment by examining existing practices, identifying areas for improvement and informing priorities for further action.
Through AWITN, ATAF continues to work with its member administrations to strengthen gender mainstreaming within tax institutions and tax systems. The engagement with NamRA demonstrated how institutional assessments can help move gender commitments towards practical implementation by establishing a clearer understanding of existing strengths, gaps and areas requiring targeted intervention.
