As global efforts to tackle tax evasion and illicit financial flows intensify, Angola is strengthening its capacity to access and use cross-border tax information more effectively.
This focus was at the centre of a recent technical workshop held in Luanda, where officials from the Angolan General Tax Administration engaged in practical discussions on implementing international Exchange of Information (EOI) standards and preparing for upcoming global assessments.
Over three days, participants worked through real operational scenarios—from handling information requests to clarifying the role of the Competent Authority and preparing for the Global Forum peer review process. The sessions also supported the development of a practical roadmap to guide Angola’s implementation of EOI standards.
The workshop brought together regional and international expertise, with contributions from ATAF’s Exchange of Information Specialist, Mr Ephraim Murenzi, alongside Mr Paul Ahey of the Ghana Revenue Authority and Mr Tatu Ilunga from GIZ. The exchange allowed participants to draw on both African experience and international practice in addressing common challenges.
Beyond the technical discussions, the engagement highlighted a broader shift: strengthening exchange of information is no longer just about meeting international standards—it is about equipping tax administrations with the tools to act on information, improve compliance, and protect their tax base.
For Angola, this means building systems that can better detect tax evasion, improve transparency, and support more effective domestic revenue mobilisation.
The workshop was supported by the GIZ Good Financial Governance in Africa project through the Multi-Donor Action on Fighting Tax-Related Illicit Financial Flows in Africa, co-funded by the European Union, the Ministry for Foreign Affairs of Finland, and the German Federal Ministry of Economic Cooperation and Development (BMZ).
